I'm confused because Ninja JaJaMaru-kun doesn't look to be the right game, but there is a game named "Ninja JajaMaru" (or "Ninja JajaMaru: The Lost RPGs", but I can't tell if that's a remake?) that appears to be the right game.

You basically got it right. It's JaJaMaru: Ninpō Chō or translated as Ninja JaJaMaru: Ninja Skill Book. It's part of a big series which we saw about 4 games in the West, but they were never released as a series, just separate unrelated games. It's Point Blank. I think the difficulty with an options screen is that there's no hint on genre. Although you're right, having the mascots present could also be more helpful than a generic gallery shooter screenshot.
